Art. 342 of the Constitution refers to the President’s notification specifying the various tribal communities in different states/UTs in India. Art. 342 states that the President may by a public notification notify a community to be a Scheduled Tribe (ST) in a State or Union Territory. In case of a State, the President shall consult with the Governor of the State before declaring a community as an ST. The Presidential notification may be amended only by the Parliament by passing a law to that effect.
